Identifying Problem-Prone Areas
Using historical data, our system maps and analyzes patterns of crime and crashes at the street segment level. This granular, location-focused approach allows for precision in identifying "hot spots"—specific areas where incidents consistently recur—enabling more efficient allocation of law enforcement and community resources.
Evidence-Based Research on Crime Concentration
Our approach is rooted in robust empirical research. Studies by Park (2019) and Park & Lum (2021) systematically measured the levels of crime concentration across all jurisdictions in the United Kingdom. These studies confirmed that a small number of geographic locations account for a disproportionately large share of crime incidents—validating the principle of the "law of crime concentration."
Crash Concentration: Extending the Theory
In a more recent peer-reviewed study, Park & Lum (2023) tested whether Weisburd's "law of crime concentration" could apply to traffic crashes. Analyzing four years of crash data across all 29 counties in Utah, they found that 75% of crashes occurred on fewer than 2% of street segments and intersections. In some counties, just 20 locations accounted for three-quarters of all crashes. These crash concentrations remained remarkably stable over time, making them predictable and actionable for traffic safety interventions.

From Data to Community-Centered Solutions
Building on these findings, a pilot study tested a proactive policing strategy combined with community engagement to reduce traffic violations in crash-prone locations. The results demonstrated that place-based, proactive, and community-involved interventions are effective in improving traffic safety outcomes.
